Mr. Balcke is a principal consultant at PQA and Manager of the Program Development Group. He has over 20 years of experience in the analysis and development of environmental laws, regulations and policies, including three years as an attorney for Palmer & Dodge in Boston, Massachusetts, before joining PQA in 1991. While in law school, Mr. Balcke was an editor of the Virginia Law Review and was Editor-in-Chief of the Virginia Environmental Law Journal. At PQA, Mr. Balcke has managed and served as a primary analyst for over 100 regulatory development and implementation assignments for EPA headquarters, regional offices, and state and local agencies. His projects span all major titles of the Clean Air Act, with a special emphasis on monitoring and compliance issues. Current areas of emphasis include regional emissions trading programs and mobile source regulations and compliance initiatives.
